Talk Facility Disabled Until Further Notice

The talk daemon is being disabled until further notice because of a
security problem which was recently uncovered.  The talk daemon will be
reenabled as soon as we receive and apply the vendor's fix for the
problem.  System news will be posted again at that time as notification
of the availability of the talk facility.
