New additions to the system policies files

There have been two new additions to the system policy files.  The first
is on SetUID and SetGID executables entitled "SetUID&SetGID".  The
second is on the use of permissions and group and world writable files
entitled "Writable_Files".

Please review these policy files via the policy command.
