The Bylaws

Article I. Preamble

We the Black Student Union (BSU) at California Polytechnic State University, intend to promote and cultivate Black culture on Campus. We will achieve this through education of the black conscience, enhancing the lives of black students and the student body as a whole. "It is the intent of this organization to abide by pertinent State, University and ASI regulations."


Article II. Purpose

Section A. The purpose of this organization shall be to:
1. Cultivate and maintain unity among black students on campus.

2. Generate and promote cultural awareness and pride.

3. Advocate academic success and assist black students in their educational goals.

4. Institute and sustain political activism to improve the racial climate on our campus.

5. Foster strong relationships between the black faculty and staff and build coalitions with other cultural clubs and organizations.

6. Develop and continue a connection with the black community of San Luis Obispo County.

Article III. Definitions
1. "Black" shall be defined as anyone of African or African-American decent.

2. "Interested Persons" shall be defined as any person without regard to race, color, age, disability, national origin, religion, or gender.

3. "Active Member" shall be defined as any currently enrolled student of California Polytechnic State University who supports the purpose, goals and standards of the BSU and pays the annual membership dues of the organization.

4. "Associate Member" shall be defined as any interested persons who support the purpose, goals and standards of the BSU and pays the annual associate membership dues of the organization.

5. "General Member" shall be defined as any currently enrolled student of California Polytechnic State University who supports the purpose, goals and standards of the BSU, but does not pay the annual membership dues of the organization.

Article IV. Membership

Section A. Eligibility
1. All interested persons are eligible to become associate members of the BSU.

2. All currently enrolled students are eligible to become active or general members of the BSU.

3. There may be no membership discrimination on the basis of race, sex, religion, national origin, or sexual preference.

4. This organization or any of its members shall not conspire to commit any act which causes or is likely to cause, bodily danger or physical or emotional harm to any member of the campus community.

5. Honorary membership shall not exceed 10% of the active membership.


Section B. Categories
1. There shall be three categories of membership in the BSU. The three categories of membership shall be Active Member, Associate Member and General Member.

Section C. Privileges
1. Only Active Members may be elected to office or officially represent the organization.

2. Only Active and Associate Members will qualify for specific benefits developed and offered by the BSU.

3. The dues for Active Membership will be $15 annually or $5 a quarter.

4. The dues for Associate Membership will be $30 annually or $10 a quarter.

5. All categories of membership may actively participate in the organization through discussions at meetings and through assisting with the development and implementation of programs and events.

Section D. Standards of Conduct
1. All categories of membership shall uphold and abide by pertinent State and University laws and regulations.

2. The BSU reserves the right to eject any member who does not co-exist with the mission, goals, and standards of the organization.


Article V. Officers

Section A. The BSU may elect the3 following offers: The President, Vice President, Secretary, and Treasurer.
Section B. Officers must have at least a 2.0 Cal Poly cumulative GPA at the time of nomination and election, and must maintain at least a 2.0 GPA while in office.

Section C. Duties of Officers
1. The President
a. Shall preside over all meetings and shall represent the organization at meetings and special events where the organization is involved and he may appoint a delegate to represent the organization.

b. Shall perform such other duties as his office may require.

2. The Vice President
a. Shall perform the duties of the President in his absence.

b. Shall carry out such other assignments as the President may prescribe.

c. Shall serve as Program Chairman, and shall be responsible for obtaining suitable speakers and for supervising the activities of the Program Committee.

3. The Secretary
a. Shall keep an accurate record of the proceeding of all meetings of the organization as well as all meetings of the Executive Committee.

b. Shall be responsible for maintaining the Archives of the organization's activities as well as an up-to-date record of membership as described in Article V.

c. Shall submit a year-end-report to the Activities Planning Center within two weeks after elections.

d. Shall be responsible for carrying out whatever correspondence may be necessary on behalf of the organization.

4. The Treasurer
a. Shall be responsible for all finances of the organization.

b. Shall keep an accurate and detailed record thereof and shall give an up-to-date report of the current state of finances at each business meeting.

c. With written authorization of one other member of the Executive Committee, shall be responsible for the payment of organization accounts and other necessary expenditure.

d. Shall perform his duties in accordance with ASI regulations.


Section C. Elections
1. Candidates for office shall be active members of the BSU.

2. The new officers shall be elected from active membership at the May meeting.

3. Vacancies in offices shall be filled in the following manner:
a. The President will serve until an election can be held.
b. All other vacancies shall be filled by an election at the meeting following the vacancy.
4. Officers may be recalled by a ¾ majority vote of BSU's active membership.


Section D. Term of Office
1. Term of office shall be one year.
2. Officers may be re-elected.

Article VI. The Executive Board

Section A. The Executive Board
1. Shall be composed of the officers

2. Shall have the authority to carry out the provisions of these bylaws and to expend funds provided for in the organization's budget.

Article VII. Meetings

Section A. General Body Meetings
1. Roberts's rules of order shall be referred to for all parliamentary procedures not covered by these bylaws.

2. Quorum shall be 50% of the active membership.

3. BSU General Body meetings shall be held at least once a month.

4. The first meeting of the year must be held within one month after the beginning of the Fall Quarter.
Section B. Executive Board Meetings
1. BSU executive board meetings shall be held at least once a month.

2. The first executive board meeting shall be held at least 2 weeks after the beginning of the Fall Quarter.

Article IX. Finances

Section A. Funds must be administered through the UU Epicenter and within ASI policies and procedures.

Article X. Advisor

The adviser shall be a member of the teaching or administrative faculty or staff that shall be approved in advance by his/her respective department head and school dean.

Article XI. Amendments

Amendments must be approved by the Student Life and Leadership Department before becoming effective.

Article XII. Conflict

These bylaws shall be in accordance with the ASI bylaws and Codes, and the policies of the University.
